Budget Office Says PFIPC Originated From Buhari-Era Structures, No Funds Released

The Budget Office of the Federation says the Presidential Foreign Intervention Promotion Council (PFIPC), which the Presidency has described as a fake agency, grew out of structures created during the Buhari administration. It said the office did not create the council or approve its establishment, recruitment waiver or administrative code, but only cost the fiscal implications of documents sent to it. According to the Budget Office, PFIPC submitted a 2026 personnel estimate of ₦3.85 billion. It said it independently reduced the figure to ₦802.98 million using the approved staffing structure, salary framework and government costing methodology. The total appropriation for the council was ₦1.303 billion. The office said no money was released because PFIPC never received financial clearance. It said there was no lawful recruitment, payroll enrolment or salary payment, and that none of the personnel allocation was drawn. The controversy is under investigation, while the council's director-general faces allegations of forgery and a defamation suit linked to the dispute.
