Customs Explains 846 Vehicle Valuation Code, Denies Revenue Manipulation Claims

The Nigeria Customs Service says its 846 valuation code is a digital assessment process for vehicles with unusual or non-compliant Vehicle Identification Numbers, not a tool for manipulating revenue. Customs spokesperson Abdullahi Maiwada said standard vehicles are assessed through manufacturer-linked databases. However, specialised heavy equipment, classic cars and customised vehicles may require the 846 code and additional review by valuation officers and Area Controllers. The service said post-clearance audits can expose underpayments, leading to Demand Notices, sanctions or prosecution where necessary. It also rejected claims of rising smuggling on border corridors and allegations of irregular recruitment or promotion practices, insisting its activities remain subject to oversight by finance authorities, the National Assembly, auditors and anti-corruption agencies.
