Can Lagos Fund Hamzat’s 2027 Promises? What the 2026 Budget Shows
Obafemi Hamzat’s Lagos Promise outlines plans for electricity, transport, housing, food security and improved public services. Lagos State’s 2026 budget offers useful context, but it does not show the full cost or funding plan for those proposed programmes. The state approved a ₦4.445 trillion budget for 2026, including about ₦2.338 trillion for capital projects. It projects ₦2.792 trillion in independent revenue and ₦909 billion from federal allocations. Lagos also reported strong revenue performance in the first half of the year, but existing spending on infrastructure, salaries, public services and debt already places major demands on available funds. Key proposals, including an additional 500MW of electricity, a food logistics hub, a farmers’ guarantee scheme, housing and transport projects, still need project-by-project cost estimates. Residents will need to see the funding sources, delivery timelines, responsible agencies and any role for borrowing or private investors. Lagos has a substantial revenue base, but the current budget is not proof that every future pledge is funded. The full manifesto and later budgets will show whether the plans can be delivered without undermining existing commitments.
