Lagos Drivers Say Agbero Levies and Intimidation Are Driving Up Transport Fares

Lagos motorists and residents are calling for stricter enforcement against agberos operating at bus stops and motor parks. Although the Lagos State Traffic Law bans touting, commercial drivers, tricycle riders and okada operators say they still face daily collections, intimidation and occasional violence. Operators report paying levies for loading, task force, environmental and other charges. A transport union member said collections move through branch and unit structures, while riders said the costs are passed on to passengers through higher fares. An investigative report estimated that commercial buses, tricycles and motorcycles pay about ₦123.078 billion yearly in levies across Lagos. Residents say weak enforcement and alleged collusion by some officials have allowed the practice to continue. The state transport ministry reportedly blamed poor enforcement on the police and expressed hope that Lagos transport reforms would reduce the activities of touts on the roads.
