Ebonyi Assembly Passes Bill to Cap Agent Fees and Regulate Rents, Scrap Trade

The Ebonyi State House of Assembly has passed a bill to regulate scrap trading, rents and estate-agent fees. The proposed law will take effect after Governor Francis Nwifuru gives assent. Under the bill, only licensed dealers may buy, sell, transport or dispose of metal and electrical scraps. Violators risk up to two years in prison or a fine of up to ₦500,000. Lawmakers say the measure is aimed at reducing theft, vandalism and environmental damage. The bill also limits estate-agent fees to no more than 2% of a property transaction and requires agents in Abakaliki to register with the Ministry of Capital City. Landlords would be expected to comply with rent standards set by the governor, while fraudulent eviction practices could attract criminal penalties.
