Buratai: Governance and Community Trust Are Key to Defeating Terrorism
Former Chief of Army Staff Tukur Buratai says military force alone cannot defeat terrorism in Nigeria. Speaking at the launch of a book on counter-terrorism, he called for effective governance, better intelligence, economic opportunities and stronger community participation alongside military operations. Buratai said trust between communities and security agencies is essential for gathering intelligence. He also stressed respect for human rights, stronger police counter-terrorism capacity, fair rehabilitation programmes and justice for victims. He urged regional cooperation and targeted poverty-reduction efforts in northern Nigeria. The book, authored by peace and security scholar Joan Ugo Mbagwu, draws on surveys across several states and the FCT. It reports that many respondents saw a role for negotiation and community intelligence, and linked recruitment to economic hardship and the Almajiri situation.
