ISN Calls for National Emergency Response After Bandits Impose Levy in Talata Mafara

The Institute of Security, Nigeria has called for a national emergency response to terrorism, banditry and kidnapping after armed groups reportedly imposed a ₦50 million levy and 100 livestock demand on residents and traders in Talata Mafara, Zamfara State. The institute said the reported market invasion and seven-day ultimatum challenge Nigeria’s sovereignty, disrupt local economies and deepen insecurity. It urged the Federal and state governments to adopt a coordinated security strategy involving security agencies, state outfits and vetted community personnel. It also recommended increased investment in drones, aerial surveillance, tactical equipment and intelligence-led operations in frontline states. Other proposals include a victims’ livelihood fund, stronger monitoring of forests and livestock markets, local peace and security forums, and faster prosecution of terrorism, kidnapping and banditry cases. The institute urged residents to share information with security agencies and avoid confronting armed groups directly, stressing that security operations, community participation, economic recovery and justice must work together.
