State Police Bill Sent to 36 State Assemblies for Approval

The National Assembly has transmitted the 2026 constitutional amendment bill on state policing to all 36 State Houses of Assembly for consideration. For the amendment to proceed, it must be approved by at least two-thirds of the state assemblies. The National Assembly asked the states to return their resolutions within 30 days, while clarifying that the timeframe is administrative and not a constitutional deadline. If approved, the bill would create a dual policing system made up of the Federal Police Service and State Police Services. Federal police would retain control of national security, terrorism, cybercrime, interstate crime and arms trafficking, while state police would handle local public safety within their states. The proposal also allows the President to temporarily take operational control of a state police service in exceptional situations, including serious public disorder, incapacity or evidence of rights violations and political intimidation. The bill is not yet law, as it still requires the required state approvals and further constitutional steps.
