State Police: Must Commissioners Be Indigenes to Succeed?
As Nigeria debates creating state police, who should lead this force? I believe every State Police Commissioner must be an indigene of the state they serve. An indigenous commissioner understands local culture, language and terrain. They can build trust with community groups and traditional leaders. A bottom-up structure is vital. It could include Community Security Units, Ward and Local Government Commands, Area Commands and a State HQ. Information would flow from the grassroots, allowing early threat detection. Besides native roots, commissioners must also meet professional qualifications, have a clean record and undergo a transparent appointment process with fixed tenure. Independent oversight will keep the force professional and shield it from partisan control. Do you support a constitutional requirement that commissioners be indigenes?
