FG Begins Finance Bill 2027 Review to Tackle Multiple Taxation and Investment Barriers
The Federal Government has begun reviewing Nigeria’s fiscal and tax framework ahead of the proposed Finance Bill 2027. The review will examine implementation gaps in the tax reforms enacted in 2025, including multiple taxation, compliance costs and barriers to investment. A technical subcommittee has been inaugurated to assess 134 submissions received from across the six geopolitical zones. Key concerns include VAT thresholds, withholding tax, capital gains tax treatment, taxpayer rights, delayed refunds and poor coordination among revenue agencies. The committee will also consider stronger digitalisation and data-sharing to reduce repeated documentation demands on taxpayers. Its work will cover revised withholding tax rules and Nigeria’s tax framework for digital and cross-border businesses. The subcommittee has six weeks to submit recommendations aimed at improving competitiveness, protecting small businesses and encouraging investment in sectors such as manufacturing, mining, renewable energy, healthcare and capital markets.
