How Government Money Moves From Budget Approval to Public Projects
Budget approval does not mean every naira immediately reaches a ministry, contractor or project. It creates the legal authority to spend, but funds must still pass through release, agency commitment, procurement, payment and reporting stages. For any project, Nigerians should look beyond the amount listed in the budget. Key questions include how much was released, who received the contract, how much was paid, whether the work was completed and whether the project on the ground matches the recorded spending. Budget implementation reports, procurement records and audit findings can help citizens trace this process. A ₦10 billion allocation for a road is not proof that ₦10 billion was released or spent. Real accountability begins when the public can follow money from appropriation to the final result: who received it, what was delivered and what evidence supports the spending.
