Nigeria’s Missing $470m CCTV System: Who Will Account for Abuja and Lagos Security Project?
Nigeria spent $470 million on a public security communication system intended to support surveillance, emergency response and coordination in Abuja and Lagos. More than a decade later, key questions remain about what was delivered, installed, maintained and lost after the network reportedly became dormant. The project was designed to be more than CCTV cameras. It required power, communications links, monitoring centres, trained personnel and rapid response. Records cited by the Ministry of Finance indicate that 61,970 of 68,005 expected equipment items were delivered, leaving 6,035 outstanding. I believe the dissolution of the House committee investigating the project must not end the inquiry. Its records and findings should be preserved, the facts established, and any proven contractual failures, negligence or financial wrongdoing addressed. Abuja and Lagos need a surveillance system that works, not another unfinished investigation.
