Investigation Raises Procurement Questions Over ₦60.1bn Works Ministry Payments to Umahi Campaigner’s Firm

An investigation found that Reinforced Global Resources Limited, linked to Joshua Okoro, a former campaigner for Works Minister David Umahi, received ₦60.1 billion in 27 payments from the Federal Ministry of Works between 2024 and 2026. The payments covered projects including the Enugu-Abakaliki-Ogoja Road, the Ugep-Abaomege-Opkosi Road and a flyover at Eke Obinagu Junction. The report said the company had no recorded federal contract payments before Umahi became minister, though it had handled projects in Ebonyi during his time as governor. Procurement experts cited in the report raised concerns about possible undisclosed political ties and advance payments said to exceed statutory limits. The Ministry of Works, Umahi’s office and the company had not responded to requests for clarification when the report was published.
