Tinubu Sends Bills to Reform NDLEA, Expand Transport Safety Probes and Replace ASCON
President Bola Tinubu has transmitted three executive bills to the House of Representatives seeking reforms to drug law enforcement, transport safety investigations and public-service leadership training. The proposed NDLEA Bill would repeal the existing NDLEA Act and Indian Hemp Act, replacing them with a consolidated framework for tackling drug cultivation, trafficking, sale and use. It would also strengthen the agency’s investigative powers. Another bill would expand the Nigerian Safety Investigation Bureau’s mandate beyond aviation to include rail, maritime and other transport incidents. The proposal also seeks to place the bureau under the Presidency and reinforce its independence. The third bill would replace the Administrative Staff College of Nigeria with a National School of Government focused on leadership development, policy delivery and executive capacity building. All three proposals must pass legislative scrutiny and receive the required approvals before becoming law.
