A Nine-Step Proposal for a Fairer Federal Union
I propose a federal system in which representation and executive appointments are reviewed every five years and shared according to each federating unit’s contribution to federal revenue. The proposal calls for a National Assembly of about 400 members, voluntary federating units, and equal rights for citizens to vote and contest elections anywhere in the country. Each unit would receive seats based on the share of federal tax revenue it contributes, while smaller units could combine representation to avoid exclusion. I also argue that executive positions should follow the same inclusion formula. The aim is to create a flexible federal arrangement that reflects changing population, economic strength and political contributions, while allowing communities to retain their culture and local identity.
