Obosi Town Union Leader Backs Soludo’s Proposal to Recognise Town Unions as Fourth Tier

I welcome Governor Charles Soludo’s proposal to give Anambra town unions formal recognition as a fourth tier of government. The proposed law could bring governance closer to communities and give town unions clearer legal standing to support development, security, welfare and dispute resolution. A key benefit would be a clearer division of responsibilities between traditional rulers and town union presidents-general. Traditional rulers would remain custodians of culture, while town union executives would focus on administration and community development. This could reduce leadership disputes and improve cooperation within communities. Legal recognition could also create structured partnerships between town unions and the state’s 21 local governments. With transparent funding channels, reporting duties and stronger community participation, town unions could deliver projects such as roads, markets, water schemes, health centres and local security initiatives more effectively. I urge traditional rulers, community leaders, women and youth groups, the diaspora and civil society to contribute useful input when the bill is presented. The Anambra State House of Assembly should also give the proposal prompt and thorough consideration in the interest of accountable grassroots governance.
