FG Tightens 2027 Budget Rules After ₦1.3bn Fake Agency Controversy

The Federal Government has introduced stricter checks for the 2027 budget after a purported agency received about ₦1.3bn in the 2026 spending plan despite questions over its legal status. Under a new Budget Office circular, ministries, departments and agencies must submit their establishment laws with their personnel-cost proposals. They must also reconcile payroll records with IPPIS and GIFMIS, while workers not captured on the systems will not receive personnel budget provisions unless formally exempted. The rules also bar MDAs from budgeting for unapproved promotions or unauthorised recruitment. The government plans to use a central Personnel Cost Monitoring Dashboard to track spending against approved provisions and reduce payroll leakages. The measures follow allegations that the Presidential Foreign Intervention Promotion Council lacked legal backing. President Bola Tinubu ordered an investigation into how the body was included in the 2026 budget.
