Sources say the exercise, scheduled for Saturday morning, stalled when returning officers did not arrive. Frustrated youths protested the delay and blocked officials from leaving the site. Security personnel moved in to disperse the crowd. According to eyewitnesses, soldiers opened fire and a stray bullet struck the victim.
