Can a Continuously Updated NIN Database Replace Nigeria's Population Census?

Nigeria could reduce its dependence on costly nationwide population censuses by building a reliable, continuously updated national identity database. Every child could be enrolled at birth with biometrics and a photograph, then update their record when starting school or changing address. The NIN system could also record a person's state of residence and serve as a stronger proof of address. Deaths could be reported by funeral homes to NIMC using the deceased person's NIN, allowing the database to flag the record while retaining it permanently for accurate population history. Since NIN update centres already exist nationwide, the focus should be on improving data accuracy and access. The same identity system could eventually support voter registration, voting at any polling unit, and secure remote voting, although these changes would require strong safeguards against fraud and exclusion.
