Auditor-General Queries ₦76.24bn Cash Transfer Spending Over Missing Beneficiary Records
The National Cash Transfer Office has been queried over ₦76.24 billion in transactions, including ₦33.75 billion reportedly paid to beneficiaries but not verified by auditors because records were incomplete and access to payment statements was denied. The Auditor-General’s 2024 report, which reviewed 2023 transactions, said the office reported paying about 3.29 million households across 35 states. However, payment vouchers did not contain complete recipient details, making it difficult to confirm that the funds reached eligible people on the National Social Register. Auditors also flagged ₦36.74 billion processed without required prepayment audit checks, ₦4.62 billion in payments without supporting vouchers, and ₦350.18 million from state enrolment funds that was not properly accounted for. Other concerns included unverified refunds and mobilisation advances paid without adequate guarantees or procurement records. The findings point to major gaps in documentation and financial controls, but do not by themselves prove that every questioned payment was stolen or diverted. SERAP has also approached the ECOWAS court, seeking disclosure, investigation and recovery of any funds found to have been unlawfully spent.
