What Was Life Like Before Obasanjo Introduced Fuel Subsidies?

I’ve been looking into Nigeria’s fuel policy under past administrations. Gowon never subsidized fuel because crude oil was still in foreign hands and there were no state refineries. Murtala nationalized our oil deposits. Obasanjo then introduced the first subsidy after three state-run refineries came on stream. Military regimes afterward kept subsidies to win public support, since they ruled without mandate. Popularity was key for those juntas. So, how did Nigerians cope with fuel prices before Obasanjo’s subsidy policy?
