Court Upholds Enugu’s ₦150m Campaign Billboard Permit Fee
A Federal High Court in Enugu has upheld the authority of the Enugu State Structures for Signage and Advertisement Agency to charge political parties ₦150 million for campaign billboard permits. The court dismissed a suit filed by the Labour Party, the Nigeria Democratic Congress and the Social Democratic Party, which argued that the fee was unlawful and that only INEC could regulate political campaigns. The judge held that outdoor advertising can be regulated under state laws through a properly authorised agency. The ruling means the ₦150 million permit requirement remains in force for each political party seeking to erect campaign billboards and posters in Enugu State ahead of the 2027 elections. The state government also said the charge applies per party, not per candidate. The report compares the fee with campaign advertising charges in other states, including Abia, Imo and Kwara.
