2026 Budget Review: ₦962.83bn for SUVs and Empowerment Projects Exceeds Seven Ministries’ Combined Allocation
Our review of the 2026 Federal Government budget identified ₦962.83 billion allocated to 39 SUVs and 2,579 empowerment projects. The total is higher than the combined ₦960.27 billion allocation for seven federal ministries, including Industry, Trade and Investment; Housing; Women Affairs; Justice; Livestock Development; Aviation and Aerospace Development; and Petroleum Resources. The SUV allocation is ₦15.13 billion, while empowerment projects account for ₦947.7 billion. Only 70 of the 2,579 empowerment projects have clearly stated implementation locations. This makes it difficult for citizens, oversight bodies and taxpayers to monitor delivery, verify beneficiaries and measure impact. The projects are spread across 184 implementing agencies, including several without a clear statutory mandate for empowerment programmes. With the 2026 budget expected to rely heavily on deficit financing, every allocation should have a defined purpose, location, responsible agency, transparent beneficiary process and measurable outcome.
