Only 3 of 30 Licensed Modular Refineries Are Operating Three Years After Subsidy Removal

Three years after petrol subsidy removal, Nigeria’s push for modular refineries has made little progress. Of 30 licensed facilities, only five have been completed and only three were operating in the latest regulatory data. The subsidy removal was expected to make private refining more attractive and reduce dependence on imported petroleum products. The government had also proposed establishing three modular refineries in each major oil-producing state in the Niger Delta. However, no new modular refinery has commenced operations since 2023. The slow progress has renewed calls for the government to activate the proposed Modular Refinery Development Fund and create stronger incentives for investors and host communities.
