NUPRC Confirms $300 Helicopter Levy, Exempts Offshore Oil Platform Landings From TNC
The Nigerian Upstream Petroleum Regulatory Commission has clarified the aviation charges payable by upstream oil and gas operators. The commission said the US$300 helicopter levy remains payable to the Nigerian Airspace Management Agency. However, the Terminal Navigational Charge does not apply to helicopter landings at private offshore facilities and oil platforms when they directly support upstream petroleum operations. The clarification followed industry concerns over the levy. A ministerial review committee set up in March 2026 reviewed the charges for different helicopter operations. The Terminal Navigational Charge will still apply to flights not connected to upstream petroleum work, including medical evacuations, private charter services and agricultural operations.
