ISN Backs Buratai’s Call for 20% Local Defence Procurement Target
The Institute of Security, Nigeria has backed former Chief of Army Staff, Lt.-Gen. Tukur Buratai’s call for Nigeria and other African countries to reduce dependence on imported military technology and build stronger local defence capacity. The group said reliance on foreign platforms, spare parts and upgrades can expose the country to supply-chain risks, drain foreign exchange and limit operational readiness. It noted existing local efforts by DICON, NASENI, Air Force research institutions, private vehicle manufacturers and universities, but said they remain poorly coordinated. ISN proposed a university-industry-military partnership model to turn research into usable defence products. It also called for legislation dedicating at least 20 percent of the defence budget to local research, development and procurement, alongside a national defence innovation fund. The institute wants Nigeria to progressively source more non-lethal and lethal defence equipment locally, arguing that indigenous capacity could strengthen security, create jobs and grow the country’s manufacturing sector.
