Should Nigeria Link Representation to Population and Tax Revenue?
This proposal argues that representation in Nigeria’s federal structure should better reflect population and internally generated revenue. It says constituencies with larger populations should not have the same political weight as far smaller ones without a clear basis. It recommends expanding tax compliance across businesses, improving personal income tax collection, and empowering local governments to collect constitutionally assigned taxes, including produce taxes. The argument is that a broader tax base would make revenue figures more reflective of each state’s economic activity and population. The proposal also calls for revenue-sharing arrangements across federal, state and local governments. It suggests reviewing representation periodically using verified revenue data, while using fiscal allocation to address areas with greater development needs.
