Federal Health Worker Questions Repeated IPPIS Call-Allowance Deductions
IPPIS was introduced to improve transparency, eliminate ghost workers and ensure that federal public servants receive their legitimate salaries and allowances. Yet repeated unexplained deductions and missing allowances are raising serious concerns among workers, especially in the health sector. Federal healthcare workers often cover night calls, weekends and emergencies. These duties come with call allowances, but some workers say the allowances disappear from their payslips and are blamed on a “system glitch.” Complaints, supporting documents and long waits do not always lead to refunds or clear explanations. I am calling on the Office of the Accountant-General and the Presidency to strengthen oversight of IPPIS. Every deduction should have a clear audit trail showing who initiated it, why it was made and how wrongly withheld earnings will be restored. A payroll system must be able to explain and correct errors, not simply deduct workers’ earned income.
