English Football Regulator Chair Says He Will Resign Over Any Political Pressure in Man City Case
Independent Football Regulator chair David Kogan says he will resign if politicians attempt to influence how the regulator handles Manchester City’s alleged financial-rule breaches. He said the regulator has received no political pressure and that its independence is absolute. Kogan said the regulator could review whether club owners and directors remain fit to run a club if an independent commission’s verdict is upheld after the appeal process. In extreme cases, an owner who fails integrity, honesty or financial-soundness tests could be required to sell the club. The regulator’s new State of the Game report also highlights widening financial inequality in English football. It found that 94% of the 116 clubs under its remit made losses in 2025-26, while the highest-earning Premier League club generated 605 times the revenue of the lowest-earning National League club. Kogan called for a stronger financial redistribution agreement between the Premier League and the EFL, including reforms to parachute payments for relegated clubs.
