Questions Mount Over Lagos-Calabar Highway Route Changes and $13bn Cost
I am calling for full transparency over the Lagos-Calabar Coastal Highway after the Works Minister said the route beyond Ondo would move onto the existing East-West Road because of difficult terrain. The project has reportedly undergone several major changes, including a reduction from ten lanes to six, route adjustments in Lagos and the addition of Edo. Yet Nigerians have not seen revised contract sums, feasibility studies, bills of quantities or detailed maps showing how these changes affect the scope and cost. The first 47 kilometres were awarded to Hitech without open competitive bidding and financed partly through a $747 million syndicated loan. With taxpayers carrying the long-term debt burden, the government should publish the contracts, amendments, payment records and financing terms. Communities along the proposed coastal corridor deserve clarity on what road will now be built, what benefits remain, and whether compensation and earlier demolitions were based on plans that have changed. I want the National Assembly, the Auditor-General, the BPP and the EFCC to independently review the procurement, pricing and implementation.
