Lawyers Seek Full Prison Terms and Tighter Clemency Rules for Terror Convicts

Legal practitioners have called for tougher safeguards to ensure that people convicted of terrorism serve their full sentences in Nigeria. They argue that the Terrorism (Prevention and Prohibition) Act, 2022 should be amended to restrict presidential pardons, amnesty and sentence remission for terrorism-related convictions. The proposal follows public concern that convicted terrorists could regain their freedom through executive clemency. The lawyers stressed that life imprisonment ordinarily means spending the rest of one’s life in custody, except where a conviction or sentence is overturned on appeal or altered through the constitutional power of pardon. They also suggested a minimum of 30 years in prison before any terrorism convict can be considered for clemency.
