Nigeria Targets Local Refining of All Crude Oil by 2030

Nigeria plans to refine all of its crude oil locally by 2030 as domestic refinery capacity expands, according to the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA). The country produced 1.74 million barrels of crude oil per day in June and is targeting 3 million barrels per day by 2030. The NMDPRA says domestic refining capacity is currently about 1.12 million barrels per day, with Dangote Refinery planning to expand its capacity to 1.4 million barrels daily. Regulators are working to enforce the Domestic Crude Supply Obligation under the Petroleum Industry Act, which requires producers to make crude available to local refineries. Although producers supplied 53.7 million barrels to domestic refineries in the second quarter of 2026, supply gaps and pricing disagreements have continued to affect refinery operations. The policy aims to end Nigeria's long-standing reliance on exporting crude oil while importing refined petroleum products, potentially improving energy security and retaining more value within the country.
