Applying for NPC Digital Certificate Reissuance Without NIN – Any Advice?

I’m currently outside Nigeria and need to renew my passport. The passport office now requires a NIN, which I don’t have yet. I already hold a hardcopy NPC certificate and want to convert it to digital. The NPC portal says you can reissue without a NIN, but after paying the $20 fee and confirming my reference, it still asks for NIN and won’t proceed. Has anyone faced this issue? How did you successfully reissue your NPC digital certificate without a NIN?
