Should Rehabilitated Hackers and Fraudsters Be Hired to Fight Cybercrime?

Some convicted criminals, especially skilled hackers and fraudsters, have technical abilities that could be redirected into legitimate work. Instead of treating every offender as beyond redemption, should society create tightly supervised rehabilitation programmes that train and employ them ethically?
