DSS DG Bars Operatives From Arresting Nigerians Over Civil Disputes

DSS Director-General Oluwatosin Ajayi has directed operatives not to arrest anyone over civil disputes, saying the agency must strengthen respect for the rule of law and human rights. Ajayi said the directive is part of wider reforms covering law enforcement, inter-agency cooperation, accountability, human rights, and administrative efficiency. He added that the reforms have helped clarify the distinction between civil and criminal matters. According to him, force has no place in civil disputes, and even some criminal cases do not require it. He cited the case involving Prof. Pat Utomi, saying the DSS sought judicial interpretation of allegations about a proposed “shadow government” rather than making an arrest.
