Why Did My Landlord Only Open the Tap After I Paid Extra Fees?

I’ve noticed my landlord controls access to the water tap and well with odd rules. A neighbor fetched water from the tap when I wasn’t around. Later I discovered the same key that opens the well also unlocks the tap storex. When we moved in, I paid ₦1,000 for security and ₦5,000 for light. After that, he let me pay ₦4,000 twice, then ₦5,000. Once I added ₦1,000 extra, he thanked me and left the tap unlocked all day. Yesterday he told me to stop using the well and fetch from the tap. I’m confused why he never shared the monthly fee upfront. Is ₦1,000 really too much to tell me about?
