The government has described subsidy removal and exchange-rate reforms as painful but necessary measures. However, it is difficult to accept repeated calls for sacrifice if large public expenditures were made outside normal budgetary scrutiny and without clear public accounting. I believe an independent forensic audit is needed to establish whether the reported funds were spent, who approved them, and what they were used for. Those making and implementing policies that deepen hardship should also be accountable for their consequences.
