Report Urges Permit Waiver for Factory-Fitted Tinted Glass, e-CMR Reform

A new report has urged the Federal Government to exempt factory-fitted tinted vehicle glass from the police permit requirement and overhaul the Electronic Central Motor Registry (e-CMR). The report argues that factory-installed tint is now standard on many modern cars, SUVs, pickups and electric vehicles. It says motorists should not be required to obtain permits or replace glass they did not install. The current digital permit reportedly costs between ₦14,000 and ₦16,000 per vehicle. It also questions whether tinted-glass permits improve security, noting that no publicly available data directly links factory-fitted tint to kidnapping, robbery or banditry. Instead, it recommends measurable visible light transmission standards, stronger integration of FRSC and state vehicle-registration records, automatic number-plate recognition and intelligence-led policing. The report further calls on the National Assembly to repeal or comprehensively reform the 1991 tinted-glass law to reflect current vehicle technology and international practice.
