Abia Tops 2026 State Governance Index, Lagos Misses Top Three in All Categories
Abia State recorded the strongest overall performance in the 2026 Philips Consulting States Performance Index, a nationwide citizen-satisfaction survey covering governance and public services across Nigeria’s 36 states. The survey assessed areas including education, healthcare, security, roads, transport, jobs, clean water, environmental cleanliness and support for businesses. Abia appeared among the top three states in 13 indicators, leading in areas such as government policy communication, affordable healthcare, public transport, security and business support. Other leading states included Gombe in road infrastructure and environmental cleanliness, Sokoto in education affordability and employment, Cross River in education quality, Kano in economic opportunity, and Kogi in law-enforcement conduct and access to clean water. Lagos did not rank among the top three in any of the categories listed in the report. The index uses a five-point citizen-satisfaction scale, with higher scores reflecting stronger public approval of state government performance.
