NUPRC Proposes Crude Swap Plan to Support Local Refineries and Cut Fuel Costs
The Nigerian Upstream Petroleum Regulatory Commission says it is consulting oil and gas stakeholders on a domestic crude oil and gas swap arrangement aimed at improving supplies to local refineries and lowering petroleum-product costs. The proposed framework is expected to strengthen compliance with Nigeria’s Domestic Crude Supply Obligation and Domestic Gas Supply Obligation. The Gas Aggregation Company of Nigeria may also be involved in coordinating gas supply. NUPRC said local refineries received 53.7 million barrels of crude between April and June 2026, equivalent to 97.4% performance for the quarter. The commission says further stakeholder discussions will address continued crude imports and ways to improve domestic refining.
