CAPPA Seeks National Assembly Records on Disputed Tobacco Control Bill Changes

Corporate Accountability and Public Participation Africa (CAPPA) has filed a Freedom of Information request seeking the National Assembly’s full legislative records on the National Tobacco Control Act (Amendment) Bill, 2025. The group wants details of the Bill’s readings, committee reports, public hearings, sponsors, votes and current status. CAPPA says the documents are needed to clarify how provisions criticised by tobacco-control advocates entered the consolidated Bill. A coalition of more than 100 civil society and public-health groups has called for the Bill to be recalled. They argue that some proposed changes could weaken safeguards on nicotine products, advertising, online sales, point-of-sale promotion, product sampling, packaging and penalties. The coalition says any update to tobacco-control laws should strengthen protection for Nigerians, especially young people, from tobacco-related disease and nicotine addiction.
