Will Billions of People Be Condemned to Hell Under Christian Doctrine?

I am not trying to prove or disprove the existence of hell. I am asking a question I hope to understand better someday. Under many Christian teachings, salvation comes through being born again and receiving the Holy Spirit. With the world population now above 8 billion and humanity expected to continue for many generations, the total number of people who will ever live could be enormous. If only a small percentage of humanity receives salvation, does that mean billions of people will be condemned to hell forever? How do Christians understand God’s justice, mercy and judgment in relation to those who may never be saved?
