Can God Be All-Powerful and All-Loving While Evil Exists?

If God sees evil happening and does not stop it immediately, can He still be all-powerful and all-loving? I believe He can. God’s power and love are not dependent on reacting to every act of evil at the moment it occurs. Evil does not control, provoke or manipulate Him. God does not have to confront every evil on its own terms, timing or level to prove His love and power. His ways and purposes are beyond human understanding.
