Billions Spent, Yet Nigeria's Refineries Face Fresh Shutdowns and Silence
President Bola Tinubu, who also serves as petroleum minister, has not publicly addressed setbacks affecting the Port Harcourt, Warri and Kaduna refineries, despite billions of dollars allocated for their rehabilitation. A reported document put the Warri Refinery's maintenance cost at about $656.9 million. The facility reportedly shut down about a month after its restart was announced. The Port Harcourt refinery, which received $1.5 billion for repairs, reportedly stopped operations on January 25 over safety concerns. It was said to have operated at about 37 percent capacity before the shutdown. The Federal Government also earmarked $740.6 million for the Kaduna Refinery. During a Senate hearing in March, lawmakers questioned the NNPCL over spending and transparency, while petroleum ministry officials reportedly failed to appear. The lack of updates has fuelled public concern over refinery rehabilitation and Nigeria's continued dependence on imported fuel.
