Bill Gates Proposes AI Tax and ‘Human-Reserved’ Jobs to Protect Workers

Bill Gates has urged governments to prepare for AI-driven job losses by introducing a tax on AI use and reserving some roles exclusively for humans. He argues that businesses currently have a financial incentive to replace workers with AI because they pay payroll taxes for employees while treating AI systems as business expenses. Revenue from an AI token tax and robot taxes could support worker retraining and stronger social safety nets. Gates also proposes “human-reserved” jobs, especially in caregiving, teaching and other roles that require empathy and personal connection. He warns that rapid automation could remove entry-level and mid-level opportunities before workers can adapt. While he sees major benefits for healthcare, education, agriculture and small businesses, Gates says governments and international institutions must act early to ensure AI’s gains are shared rather than concentrated among the wealthy.
