Reps Say Nigeria Spent $25 Billion on Refineries That Remained Below 30% Capacity

Nigeria's outgoing House of Representatives said more than ₦11.35 trillion, estimated at $25 billion, was spent on repairs to the Port Harcourt, Warri and Kaduna refineries over the previous decade. The lawmakers said the refineries were operating below 30% capacity despite the spending, and called for a forensic audit. The facilities had been shut down in 2021 and produced little or no fuel for years, leaving Nigeria dependent on imported petrol. The report came shortly after petrol prices rose following the removal of fuel subsidy. Lawmakers recommended continued rehabilitation of the Warri and Port Harcourt plants and similar work for the Kaduna refinery.
