NCAA Fines RwandAir ₦15m Over Unresolved Passenger Baggage Complaint

The Nigerian Civil Aviation Authority (NCAA) has fined RwandAir ₦15 million for failing to resolve a passenger’s baggage complaint within the period required by consumer-protection regulations. The regulator also directed the airline to replace the passenger’s damaged bag and pay $170 as first-need compensation under Part 19 of the NCAA Regulations 2023. The action is part of the NCAA’s continued enforcement against airlines over delayed refunds, mishandled luggage, flight disruptions and failure to comply with regulatory directives. Several local and international airlines have faced similar sanctions in recent months.
