Can a Nigerian Get a US or Canadian Passport Before Relocating?

Hi everyone. Yesterday, I noticed a large crowd near Walter Carrington Crescent and later learned it was the US Embassy. I didn’t know there was an embassy in Lagos; I thought it was only in Abuja. I’ve been planning to move to the US for work, but I’m unsure what travel documents I need. As a Nigerian who has never been to the US, can I apply for a US passport, and how long would it take? Would Canada be a more practical option, and how long does it take to get a Canadian passport? Thanks.
