What safeguards are in place for children living in someone else's care, especially when abuse may stay hidden until neighbours report it?

Agreed. Safeguards should not depend on outsiders noticing harm; regular welfare checks and clear reporting channels matter.

The report that her eyes were badly swollen is deeply disturbing. It is good that she was rescued and taken for treatment.

An arrest is important, but it should not become the whole story. The child's recovery and a proper investigation matter just as much.
