ISN Seeks National Assembly Review of US–Nigeria $5.1bn Health Pact
The Institute of Security Nigeria has called for parliamentary scrutiny and publication of the full US–Nigeria $5.1 billion health cooperation framework signed in December 2025. The five-year agreement reportedly includes $2.1 billion in US grants and a $3 billion Nigerian commitment. The institute argued that Nigeria must protect its health sovereignty, especially in relation to pathogen samples, genomic data, medical records and imported pharmaceuticals. It raised concerns about data-retention terms, cross-border transfers, benefit-sharing arrangements and any possible exemption of US-supplied medicines from NAFDAC inspection. It urged the National Assembly to review and domesticate the agreement, while calling for clear sample-transfer rules, data-security standards, limited data retention, continued NAFDAC oversight, vaccine access and technology-transfer protections.
